How to Keep Maids Safe in High-Rise Homes in Singapore

Friends, most of us grew up in HDB flats, so a 12th-floor window feels as normal as the void deck.

Your new helper may never have lived above the second floor... and nobody has told her that the laundry pole is the most dangerous object in your home.

MOM says it plainly: helpers new to Singapore may not be familiar with an urban environment, and high-rise tasks like hanging laundry and cleaning windows carry risks they are not used to. Here is what the law requires, and what a careful home adds on top.

What are MOM's window cleaning rules for maids in high-rise homes?

The rules sit in the Employment of Foreign Manpower (Work Passes) Regulations, Fourth Schedule. While she cleans the outside of a window, all of these must hold:

Grille locked

Locked or secured so it cannot be opened, for the whole cleaning.

Arms only

She stays inside the room. No body part past the ledge except her arms.

Adult watching

You or an adult representative who knows these rules, physically present.

MOM told Parliament on 14 Oct 2025 that it takes action against about 15 employers a year on average for unsafe window cleaning (2015 to 2024).

What is the maid safety agreement and when is it signed?

Signed by three parties: you, the employment agency and the helper; each keeps a copy
Her copy is in her native language (English plus Bahasa Indonesia, Burmese, Khmer, Sinhalese, Tagalog, Tamil or Thai)
First-time helper: after the Settling-in Programme, before she starts work at your home
Other helpers: before she is deployed to you
Not needed when you renew your existing helper's contract

How should a maid hang laundry safely in an HDB flat?

MOM's safety tips for employers (InFocus EDM) say to advise your helper to:

Keep feet firmly on the floor, no tiptoeing
Hang heavier clothes near the bracket, lighter ones at the far end
Put only a few pieces on each pole so it stays easy to control
Ask you for help bringing laundry in during heavy rain

Never

Stand on a raised platform at the window
Lean out of the window
Climb onto the ledge for something that dropped there

What can go wrong if a maid gets locked in a room?

A 24-year-old helper, about a month with the family, locked herself in a room by mistake in a fifth-floor flat at Block 241, Bukit Panjang Ring Road. She crawled out of the window and walked along the ledge, holding the wall and window grilles, trying to get back in. A tenant held her arms from the corridor until four police officers pulled her up. (The Straits Times, 7 Dec 2017)

Nobody broke a rule that morning.

She was simply stuck, scared and alone... so show your helper on day one how every lock in the home works, and who to call when one does not.

What should be on a high-rise safety checklist for my helper?

Check every window she cleans has grilles, and keep the grille keys with an adult
Agree a fixed time for exterior window cleaning when you or an adult family member is home
Buy cleaning tools with extended handles (MOM tip), so she never needs to reach far
Walk her through each lock: bedroom doors, toilet doors, digital door lock, main gate
Save your numbers in her phone, plus 999 (police) and 995 (ambulance, fire)
Tell her plainly: if stuck, call or shout for help and wait; never go out the window
Show her the laundry pole rules above, and practise once together
Use simple words and demonstrate; repeat in the first weeks without scolding
